New developments on the water meter.......

It has been the puzzle of the year.....how could they have covered up the water meter with 8 inches of cement......?  here's the story;

My Dad decided one evening that the next day he was going to build an addition onto the grocery store he bought so I or my sister could run it.....did he ask if we wanted to run a grocery store?  No, but that is beside the point......See the grocery store wasn't doing so well, probably due to the fact there are three grocery
stores in a town of 350 people and they are all within 20 feet of each other....But, he decided a feed store would be a good idea, I should mention that someone else had just opened a feed store in town a month before and
seemed to be doing rather well....Soon, the town was buzzin about the new structure going up, several asking if he had gotten a building permit....well of course not! Why would you do that.....It didn't take long for the
building inspector to get wind of the construction project going on right downtown.....After several compromises, this is Idaho ya know.....construction proceeded.......Wasn't long before the cement truck showed up  and 5 men
worked hard and fast to get the concrete spread and level.......8 inches of concrete.......remember there were 5 men working side by side......others watching......at least 3-4.  When it was all done they stood back and praised
 their work.......all left feeling good about a job well done.....several days later......the building complete...the water guy shows up and tells my dad that he thinks he covered up the water meter.......of course this could not
be true.....so they go take a look.....Now, you would think that the water guy would know where the meter is exactly since he has been reading the meter over several years...My dad sees a pile of leftover gravel about 6 feet away and tells the water guy.....it is under that pile......the water guy nods and grabs a shovel and starts digging.....My dad leaves him there digging.....He
had been digging quite a while before the light bulb went on and he realized he had been had...Now to remember where it really was.....That took a few more weeks....now weeks have turned into months.....Still the water meter is
under 8 inches of concrete....My Dad told the water guy......charge me whatever you charged me the month before the meter got covered up.......so that has been
the resolution till a few weeks ago.....the water guy decided that maybe he wasn't charging enough and raised the rate......My Dad not wanting to pay any more money for water, now decides to rent a concrete saw and expose the
 meter.......8 inches of cured concrete is quite hard and after going through several expensive blades and then realizing he was at least two feet off....put a rubber mat over the cuts and left for vacation in Mexico......Saw the water guy yesterday......he asked me if I would please have a talk with my Dad about the water meter....At this point no-one wants to confront him about it.....has
he been charged more money, of course not.....but, for a moment they thought they had the key to the water meter.......
